Isaac will bring a lot of rain; it is expected to affect the South this afternoon

Isaac will bring a lot of rain; it is expected to affect the South this afternoon
SANTO DOMINGO. The first effects of the Tropical Storm Isaac began to be felt yesterday in the capital and the provinces of the East. It is expected that the rains and winds increase today, when the center of the meteorological event will pass close by the South of the country.

According to the National Hurricane Center of the United States, Isaac became slightly stronger last night as it moved on the West-West Northwest track in the Southeast of the Caribbean. The NHC said that the sustained winds of the storm went from 65 kilometers per hour to 75 kph, while the storm is moving at 26 kph.

According to the Meteorologists at the NHC, the center of the storm has been coming close to the South Coast of the country since last night and will move over or close to it as well as over Haiti today, when it is forecast to become a hurricane. As of the last report that was consulted, the storm was 305 kilometers to the Southwest of San Juan and 340 kilometers to the Southeast of Santo Domingo.

In the meantime, the Center for Emergency Operations (COE) is keeping the change from a hurricane warning to a tropical storm warning from Saona Islant to Pedernales on the Haitian frontier.

They also degraded the tropical storm warning to a tropical storm watch from Saona Island to Manzanillo Bay in the North. This was due to the fact that yesterday afternoon a weakening of the storm was reported.

Nonetheless, the COE is keeping the RED ALERT for the National District and 21 provinces and a Yellow Alert for the other 10 provinces.

The provinces under a Red Alert are, besides the National District, La Altagracia, La Romana, San Pedro de Macorís, Greater Santo Domingo (Santo Domingo and the Nacional District), San Cristóbal, San José de Ocoa, Peravia, Azua, Pedernales, Barahona, El Seibo, Hato Mayor, Monte Plata, San Juan de la Maguana, Independencia, Bahoruco and Elías Piña. At the same time the Yellow Alert affects the provinces of Samaná, María Trinidad Sánchez, Duarte, Sánchez Ramírez, Monseñor Nouel, La Vega, Santiago, Hermanas Mirabal, Espaillat, Puerto Plata, Valverde, Santiago Rodríguez, Dajabón and Montecristi.

According to the National Hurricane Center of the United States, Isaac was moving at 26 kilometers per hour, and the maximum sustained winds were 65 kph. It was located at 405 kilometers to the Southeast of the city of Santo Domingo.

The United States agency said in its report last night that there are still possibilities for hurricane conditions for some areas of the Dominican Republic for this afternoon, and for some areas of Haiti for tonight. In the meantime, it is expected to have tropical storm conditions for the southeast of the Bahamas Islands as well as Turks and Caicos.

Lots of water

In its report, Onamet said that the storm was disorganized yesterday with erratic movement, but with a load of rain that could leave between 200 millimeters and 300 millimeters while it passed to the South of the country.

This means that the possibilities for flooding, above all in the urban areas are very high. The forecaster Francisco Holguin said that the storm will affect the Deep South in the afternoon.

In the meantime, the COE director, General Juan Manuel Mendez, reported that according to the forecasts, the rains will continue until next week, with the most critical days today and Saturday.

He asked the population to cooperate with the civilian relief agencies at the moment it becomes necessary to evacuate people.

Preventive measures

The COE kept it ban on small and medium craft leaving the ports, and prohibited all bathing on beaches, rivers, streams and other bathing places. In the meantime, the central government ordered the suspension of classes starting at noon yesterday, and ordered the reinforcement of the contention wall on the Yaque del Norte River, as well as preventive evacuations and activated the emergency rooms in all of the hospitals.

The personnel from Civil Defense began to carry out the preventive evacuations in the five provinces of the East in the afternoon.

The CD director, Luis Luna Paulino, said that 9,500 volunteers are on alert all over the country and they have 2.600 shelters prepared which can be uses if necessary.

Dams

The director of the National Institute for Hydraulic Resources (INDRHI), Olgo Fernandez, said that the dams and reservoirs of the country are prepared to the greatest amount of water possible, but he warned that Isaac is bringing another storm in back that could continue the rains. "The Committee for operation of the dams is active since Tuesday and in permanent session so that there will be no improvisations," he said.
