Deputies decide to create a special commission to investigate members of JCE

SD. The Chamber of Deputies approved yesterday a resolution to create a special commission for the purpose of carrying out an investigation regarding the situation which arose in the Central Electoral Board (JCE).
The intention to carry out an impeachment process or of presenting a formal accusation to the Senate of the members of the Plenary did not prosper after several deputies expressed their rejection of these intentions.
The resolution was proposed by the president of the Chamber of Deputies, Abel Martinez and establishes in the second section that they order the members of the Plenary of the JCE to offer the complete collaboration to the members of the special commission so that they can carry out their investigation.
In addition, they recommend to the titular members "to refrain for making public statements regarding the issue, until the investigation by the special commission is finished. This will provide an adequate and convenient climate for the exercise of the legislative function, as the monitoring agency of the State."
Among its considerations, the Chamber establishes that the disagreements that have gone into the media have caused activities and meeting to be suspended because of the absence of some of its members, so that political leaders and some personalities asked for the intervention of the National Congress.
They indicate that the presence in the national media, "in a daily exercise of discussion, with reciprocal accusations, is contrary to the harmony that should be observed by the members of the collegiate body, which, in turn, affects the image of the JCE."
The deputies said that in spite of the international recognition achieved by the JCE, the confrontations over the past few months "threatens to destabilize the agency" and that also this problem affect the public service that it offers the people.
The Chamber of Deputies approved the resolution with 116 votes in favor and 1 against, after the accepted a modification proposal presented by the Reformist Deputy Marino Collante to exclude Article 83 of the Constitution which refers to the celebration of an impeachment process.
Collante warned about the political implications that this initiative could cause, looking forward to the 2016 elections.
The proposal was seconded by Deputy Minou Tavarez Mirabal, who called for prudence and asked her colleagues to try all of the legal alternatives as to how to make invitations or summons before recommended an impeachment process.
The PRD Deputy Nestor Cruz, who voted against the proposal, did not hear the request of the spokesman of his party, Ruddy Gonzalez, who shouted to his colleagues to "vote yes."
The president of the Central Electoral Board said yesterday that the country does not deserve the situation that this tribunal is going through as the result of the conflict caused by the confrontation with magistrates Jose Angel Aquino and Eddy Olivares.
"I believe that the country does not deserve what is happening in the Central Electoral Board," said Roberto Rosario when he talked about the issue during a press conference at the JCE headquarters, after a meeting of the Plenary which put aside his proposal to modify Article 10 of the internal regulations with the idea of ordering that the magistrates can be substituted by their replacements in the meetings of the Plenary.
