Temistocles Montas: I have prepared myself to govern

If he were President, he would dedicate himself to create a more equal country in which no one feels

SANTO DOMINGO. Juan Temistocles Montas, one of the founders of the Dominican Liberation Party (PLD) is convinced that he has matured as a politician and statesman enough to launch his quest for the Presidency of the Republic.

"I believe that definitely, the first thing is that throughout those years of political activity, I can assure you that I have prepared myself to govern the Dominican Republic and provide a good answer," he said confidently, during his interview on Dialogo Libre by Diario Libre.

Known as the bureaucrat who was delegated a large part of the campaign strategies and programs of the government, Montas stresses that he has been the one who put together all of the government programs that the PLD has presented to the country since the time of the former President Juan Bosch in 1990 up until the one being executed by President Danilo Medina.

He argues that within these main lines he has emphasized the social vocation inherited from Bosch, given the social problems that the majority of the Dominican populations faces, such as the high levels of poverty and inequality.

During the tours that promote his aspirations, he says that he explains to the PLD faithful the need for the PRD to remain as a political force which was created based on values, fundamentally in the fight for freedom and social justice.

"I understand that I can contribute greatly towards achieving a Dominican Republic that is more inclusive, I believe that one of the serious problems that we have, in spite of all the years that we have been in power, is the fact that there is a great part of the Dominican population that feels excluded, that does not feel a part. And I believe that I have the necessary instruments, I believe I have sufficient capacity to put into action public policies that will make a country where the people feel a part of it, and they do not feel excluded," he stressed.

He insists that all of his efforts in the different PLD governments have gone in that direction, which is the reason that he has been behind all of the measures of a social character that have been adopted, such as the Social Security Law began in the Technical Secretary for the Presidency when he was the minister.

He also worked on the programs of conditioned transfers, which he insists were in great measure thought up by Danilo Medina and himself when the PLD returned to power in 2004.

"All of these measures of a social character that have been adopted in one way or another we were behind all this. And obviously this accompanied also the recognition that in order to achieve these things, in order that they can be sustained over time it is necessary to have an adequate handling of the economy, a careful handling," he pointed out.

What makes him different


When he pointed out what would distinguish himself from the PLD governments, Montas stressed that this would be in the fact that he would work on the idea of guaranteeing that the country was pointed towards institutionalization and social policies. "I believe that we still have to advance more active social policies enormously, which allow us to build this inclusive society to which I have made reference," he underlined.

His thoughts, he said, are in great measure, brought together in the National Development Strategy.

The aspiring candidate for the ruling party stressed that he would work towards achieving the goals of this strategy, at least with regard to what can be done in those four years 2016-2020, and the necessary steps to achieve a state of law, an inclusive society, a dynamic economy but respect for the environment.

He warns that the PLD should not elect another Balaguer

SD. The aspiring presidential candidate from the Dominican Liberation Party, Juan Temistocles Montas, warned the PLD rank and file that if they create a caudillo, this organization will disappear together with such a leader, and it would be fatal for the country.

"I believe that the clearest example that you have is the Reformist Party, which was a party that only relied on Balaguer, the Reformist Party became an instrument of Balaguer, not Balaguer an instrument of the Reformist Party, and when he died the party practically disappeared," he said.

Given the question as to who most resembles the style of governing of Juan Bosch, he indicated that Danilo Medina is leading an administration where the desire to rescue the behavior of the founding leader of the PLD is primary.

Montas blasted presidential re-election and populism, because it generates patronage, so that he argued for the PLD to stop these practices because it is not possible for one person to believe that he can be a permanent candidate.

When he becomes a pre-candidate, he will resign from his ministry

SD. The PLD leader Juan Temistocles Montas announced that when he is going to dedicate himself full time to his presidential aspirations, he will resign as minister of Economy, Planning and Development.

"I would say that at the moment in which this is going to happen, which is the moment that one take the definitive decision to say "I am going to run", and I and going to aspire to be the party's candidate, and I am going to run in the primaries, that is the time when one will have to leave the government," he noted.

The official insisted that he only uses his free time from his state duties to contact the PLD membership.

He said specifically that he goes each day a nine in the morning to the Presidential Palace where he sometimes stays until ten at night.

He insisted that for the moment it is not necessary to resign, because as long as he has the time to dedicate to the administration he will continue to do so, and he is doing now.
