Haiti guarantees that in less than a month they will begin to provide documents to their nationals in this country

They will have a cost of RD$2,500 and some 300,000 will benefit

Haiti guarantees that in less than a month they will begin to provide documents to their nationals in this country
SANTO DOMINGO. The Haitian government guaranteed that in less than a month they will begin a program to provide birth certificates, passports and an identification card to their citizens who reside illegally in the Dominican Republic at a cost of RD$2,500 each.

This information was provided during a press conference by the Haitian ambassador Fritz Cineas and the Minister for Haitians Living Overseas, Francois Guillaume II, after holding a meeting with the representatives of the Haitian community in the country to whom they explained the plan.

According to the Minister for Haitians Living Overseas, Francois Guillaume II, the program will begin to be function simultaneously in all of the Haitian consulates in the country, but that it will start initially in Santo Domingo and Barahona and the extend to the other provinces. They calculate that some 300,000 Haitians that live in the country will be benefitted.

"Once they consult with the ambassador on his return to Haiti, we will inform the Dominican Republic the date of the launch of the program...but it will be in less than a month," said the official.

The delivery of documents will be the responsibility of the Program of Identification and Documentation of the Haitian Immigrants, which is led by Ms. Aino Comoalio, and will also include the Haitians residents of the Bahamas, Turks & Caicos, Miami, Surinam and other countries where Haitian citizens live.

They said that at first their fellow citizens wanted them to provide the documents for free in order to apply to the National Plan for Normalization which the Dominican government initiated, but after explanations they understood that they will collect RD$2,500 in order for the program to be self-sustaining.

Resources will come from Haiti

Both Haitian officials made it clear that their country has not receives a cent from Venezuela, or the Organization of American States (OAS) for the program, but rather the resources, some ten million dollars, will come from the Haitian government.

An earlier meeting

Both Ambassador Cineas as well as the Minister for the Haitians that Live Overseas met with the Chancellor Carlos Morales Troncoso; the Minister of the Interior and Police, Jose Ramon Fadul; the director general of Migration, Jose Ricardo Taveras, and the Deputy Minister Henry Molina, to whom they explained the plan.

When they asked Minister Guillaume II about the Dominican Plan for the Normalization, he said that he had a very good impression and that he expects much success for the benefit of the Haitian and other foreigners that live in the Dominican Republic.

The Dialog

Deputy Vinicio Castillo Seman suggested to the government the restart of the bi-national dialogue in order to request the Haitian authorities that they provide the necessary documents to the Haitians living illegally in the country, so that the National Plan of Normalization can be successful. In a letter addressed to the Minister of the Presidency, Gustavo Montalvo, he regretted that only 1% of the illegal foreigners have presented the required documentation.
