Finjus warns of its worry regarding PLD project

They say it eliminates the minimum requirements which candidates should fulfill

SANTO DOMINGO. The Institutionalism and Justice Foundation (Finjus) said that the proposals to reform the law on parties and political groups made by the Dominican Liberation Party (PLD) would contribute to the denaturalization of the function of political parties, and would mean an important step backwards.

Servio Tulio Castaños Guzmán, the vice president of the foundation, feels that the suggestions do not take into consideration the aspirations and the Democratic consciousness which has gained ground in all of the key sectors of the nation.

"We have no doubt in saying that if this legislative proposal prospers many of the current situations which really need correcting will be perpetuated".

He cites the lack of transparency and accountability in the handling of the funds, the scarce opportunities of participation by women in their leadership of the political party life, they little aptitude of the candidates proposed by the parties, the maintaining of influence and positions of favoritism in the state apparatus and the low quality of political formation among other issues.

He says that the proposals eliminate the excess licit enumeration of the positions which are incompatible with the exercise of political activity.

In the PLD proposal he says that they repeatedly restrict the faculties of the J CE regarding electoral issues.

"Even more worrisome is the disposition which stipulates that they will consider as a resignation to a position of popular election the party member who resigns from the party or political group which has which has presented him as a candidate (article 5, paragraph 2 of the PLD Project)".
