Government discards possibility of Congress modifying budget
SANTO DOMINGO. The Minister of Hacienda, Simon Lizardo, discarded yesterday all possibility that the budget for next year might be modified in order to send more resources to diverse institutions of the state which have demanded this.

After a meeting of more than three hours with the Joint Congressional Commission, Lizardo said that in the presentation which was made for the legislative proposal all of the support that the Executive Power can give to the different institutions is covered.

"If the Executive would have had some possibility of modifying the budget, he would have done it before, because of this we have delivered it, complying with the constitutional requirement, before the due date, and this document contains the efforts of the Executive of more than four months of study and verification of what we can do," he affirmed.

Up until now budget increases have been demanded by the Central Electoral Board, the Ministry of Public Health, the Justice sector, the Chamber of Accounts, along with other state dependencies.

Lizardo said that the budget demands will always be impossible to fulfill, but he recalled that income has a ceiling.

"If we were to satisfy all of the demands, we would need a budget that is 24% of the Gross Domestic Product. And with the income that we have we are going to be missing more than 200 billion, and this is impossible within the context that we have," he explained.

The draft of the legislative proposal of the budget which the Executive Power submitted to the Congress is more than RD $630 billion, including some RD $455 billion of income and another RD $175.5 billion in financing.

After yesterday's meeting with the Joint Commission, the Minister of Hacienda said he answered correctly all of the worries of the legislators, but he did say that there will be other meetings to continue dealing with the issue.

Besides the minister, the Director General of the Budget, Luis Reyes Santos; and the director of Internal Taxes, Guarocuya Felix also took part in the meeting. The Joint Commission is made up of 20 Senators and deputies, among them the chairman of the Commission, Tommy Galan, Dionis Sanchez, Rafael Calderon, José Rafael Vargas, Victor Sanchez, Vinicio Castillo Seman and Ruben Maldonado.

The Supreme Court

Today, the Joint Commission which is holding hearings on the legislative proposal for the budget will receive the representatives of the Justice sector, headed by the Chief Justice of the Supreme Court of Justice (SCJ), Mariano German Mejia. They Monday the Commission is scheduled to receive the President of the Central Electoral Board (J CE), Roberto Rosario. Both institutions of demanded that the budget assignments for next year be increased.
