Authorities believe there was a mastermind in Metro attack
SANTO DOMINGO. Evidence collected so far indicate the possibility of a mastermind also pose of a had Bush the young student, Franck Kelin Holguin Medina, 21, to set off a backpack containing explosive material and a car of Line II of the Santo Domingo Metro on Monday at 8:30 a. m.

This is laid out in a report produced in a press conference by the Attorney General of the Republic, Francisco Dominguez Brito, the Minister of Defense, Lieutenant General William Muñoz Delgado, the chief of the Police, Major General Manuel Castro Castillo, the District Attorney of the National District, Yeni Berenice Reynoso, and the chief of the Specialized Corps for Metro Security, general Boanerges Bautista.

"The investigations indicate the possibility of the existence of a mastermind, so that the investigators are digging deeper in order to determine the person or persons responsible, and in this matter be arrested and submitted to the actions of the justice system," establishes an executive report read by the Police spokesman, Jacobo Mateo Moquete.

Dominguez Brito confirmed that they are not eliminating a mastermind, so therefore they are continuing the investigations.

The official said that independent of the motivations, the action will be treated as a terrorist attempt.

"The Dominican Republic and the Dominican state, firmly condemn this terrorist act which hit us, and that indubitably we are giving the greatest of attention."

The official commented that probably today they will file a request for a coercive measure against the first defendant identified and set apart as the perpetrator of the deed.

He warned for the defendant or any person that dares commit an act of this nature, that the Law against Terrorism establishes punishments of 30 to 40 years in prison.

After confirming that acts of this nature would not be permitted, he said that the authorities are a large two similar incidents, such as a recent act on one of the electricity transmission towers.

He said that there would be firm action in these cases.

Dominguez Brito also said they are looking into the motives which caused the explosion of the device on the subway line.

He commented that there should not be any motive for a general alarm so that the people should wait and see what happens.

He noted that there exists a chronology of the incidents, from the time Holguin Medina reached the subway car with his backpack and goes in and goes out.

He emphasized that all the elements of proof are right there.

The executive report read by Mateo Moquete establishes all the details of the arrest of the perpetrator of the fire in a subway car of one of the trains that provide service on Line II of the Santo Domingo Metro, in Villa Juana, on Monday at 8:30 a.m.

The report spells out that Holguin Medina appeared at the Manuel de Jesus Galvan station and once inside of the subway car set fire to a black backpack which he was carrying.

The National Institute of Forensic Sciences (INA CIF) certified that it contained gasoline and had stones and other objects inside.

The incident resulted in seven persons with burns, two of them seriously.

Likewise, more than a dozen persons suffered collateral injuries from different trauma. The report establishes that after the incident, the security and investigative agencies of the state, in a coordinated manner, began the work of tracking an investigation, which permitted them to identify through the closed-circuit monitors of the Opret, the supposed perpetrator of the deed.

"After distributing videos and photos of the perpetrator, the young man proceeded to turn himself in to the authorities through one of the media, through which it was certified that the name of the alleged perpetrator is Frank Kelin Holguin Medina."

The chief of the National Police

Castro Castillo revealed that the principal suspect of the attack on the Santo Domingo Metro, Frank Kelin Holguin Medina, admitted the act.

The defendant was interrogated yesterday morning by the Attorney General of the Republic and District Attorney Yeni Berenice Reynoso, at the Palace of Justice in Ciudad Nueva, where the parents of the defendant were also present.

Once the interrogation was over, the defendant was taken to the holding cells located on the fourth floor.

He is a barber

The defendant's mother, Ruth Dilania Medina, said that he is a barber and makes house calls. She commented that when he got up he was complaining of pain in his neck and his head. She says that the man said that he felt tormented, with headaches and respiratory problems, the result of suffering from asthma. She says that everyone ran out of the Metro, including the defendant. His father, Nicolas Holguin, said he had an appointment with the doctor with the idea of getting a checkup because of his health problems.
