Executive Power promulgates 2015 budget

SANTO DOMINGO. The Executive Power enacted the General Budget of the State for next year, which amounts to RD $529,316,065,590, by means of Law 527 - 14.
Although the promulgation is dated 12 November, it was yesterday when the enactment was revealed through the website of the Judicial Consultant of the Executive Power.
Article 1 of this legislation establishes: "The amount of Expenditures of the Central Government for the fiscal year 2015 is approved for the amount of Five Hundred Twenty Nine Billion, Three Hundred Sixteen Million, Sixty Five Thousand Five Hundred Ninety pesos."
The Current expense contained in the legislation is for RD$480,395,842,876; Capital Expenditures are RD $78,920,222,714 for a total of RD $529,316,065,590.
Article 3 of Law 527 - 14 indicates: A Financial Deficit of RD $73,802,633,460 pesos is approved for the budget of the Central Government corresponding to the fiscal exercise 2015.
Last Tuesday, 11 October, the Chamber of Deputies declared the legislation to be urgent and approved the legislative proposal for the General Budget of the State corresponding to next year in two consecutive sessions.
Previous to its approval there were debates that extended with some 5 hours between legislators of the different parties.
In the first reading, the project was approved with 102 votes in favor 57 against and 4 legislators abstained. In the 2nd reading 100 voted in favor, 50 against and 12 legislators abstained. Among those that supported the legislation during the 2nd reading were 87 deputies from the PLD, 6 from the PRD, 5 from the PR SC, one from the B I S, one from the PPC and one from the ASD (or PRM). At the same time one PLD deputy voted against the same as 22 from the PRD, tool from the PR SC, one from the FNP, one from the ADP, one from MODA and 22 from the ASD.
