Haitian population substitutes Dominicans in frontier area
In several schools of the region 80% of the students are Haitian

SANTO DOMINGO. In the Population Census for the years 2002 and 2010 inhabitants of 7 provinces of the country considered to be on the frontier showed population increases in four provinces and decreases in three. In the judgment of the director of the Directorate General of Frontier Development, the population increases were not due to Dominican occupation, but rather Haitian occupation.
"Since the Census do not determine or discriminate nationalities, I dare to say, because I have seen it with my own eyes, that the emigration of Dominicans is much greater, and what has occurred is a substitution of the nationality," said Miguel Beharan.
He assured reporters that in various schools of frontier cities 80% of the students are Haitian.
During his participation in the panel "National development and mining potential of the frontier area", during the first Frontier Forum of the Ministry of Energy and Minds, the official supported his comments on comparative data of the 2002 and 2010 census.
The population between these periods in the seven provinces considered to be on the frontier increased by 15,468, going up from 460,088 to 475,556.
The provinces where the number of inhabitants increased have been Bahoruco, which added 5833 new persons, reaching 97,313; Dajabon, added 1909 in order to increase to 63,955; Independencia, with 1756, reached a total of 52,589, while Pedernales increased 10,380 and reaching 31,587 inhabitants.
On the other hand, Elias Piña saw is population fall by 850 persons, going to 63,029; Montecristi was reduced by 1407, down to 109,607 inhabitants, and Santiago Rodriguez lost 2153 to remain at 57,476 inhabitants.
Beharan stressed that these provinces present important pictures of poverty. "Just among the youth, those between 15 and 35 years of age, the emigration rises to more than 70%. Entire families migrate, and only the elderly and the parents remain, keeping the frontier from really having any opportunity to grow and develop itself," he said.
Strategies
Of the 2420 Haitian families, which total 12,642 persons, 98% of them are there illegally, along the 15 km border strip which belongs to the Dominican Republic in 5 provinces that compose the frontier with Haiti, according to a study by Cesfront in 2013.
The director of the Directorate of Frontier Development recommended establishing public policies which include the inhabitants in order that a real regional development might exist.
