Faduls proposal rejected; others are cautious
SANTO DOMINGO. Senator Adriano Sanchez Roa and deputies Teodoro Reyes Ursino and Vinicio Castillo rejected yesterday the proposal by the Minister of Interior and Police, José Ramon Fadul, to create a non-resident visa, which would last 2 years, for the illegal Haitians, because very few persons have accepted the National Plan of Normalization.

Sanchez Roa believes that the lack of interest by the illegal Haitians shows to the international community that the Dominican government is not to blame for this problem.

Reyes Ursino attributed the lackadaisical attitude of the Haitian immigrants to the lack of support which they have been given by the government of the neighboring country.

Castillo believes that this type of visa would increase the illegal immigration from Haiti.

The executive Vice President of the Institutionalism and Justice Foundation (Finjus), Servio Tulio Castaños Guzmán, said that from the practical point of view this could be done, but that they should wait for the judicial and operational arguments to play out.

For his part, Castillo asked the minister to be tactful at the hour of granting this visa, in order that it not be granted to recently arrived foreigners. "Everyone who is in the process of formalizing their immigration status should be given an opportunity, this is correct," he noted.

In the meantime the judicial consultant for the Executive Power, Cesar Pina Toribio, refused to issue any comments, after indicating that he does not know about the proposal of minister Fadul, and that he should study it before issuing his judgment.
