Several public institutions have not been paid

Budget and Treasury justify delays

SANTO DOMINGO. Employees of several government dependencies complained of delays in the payment of their salaries corresponding to the month of January, while the director of the Budget and the National Treasurer attributed yesterday the delay to arrears in charging this year's budgetary assignments and the late delivery of the payrolls of different institutions.

In calls to the editors of Diario Libre, persons that work in governmental entities complained, because they are between 5 and 7 days behind on their paydays.

Given the complaints received, this newspaper confirmed that one of the institutions that has not disbursed the funds to its employees is the Ministry of Education (MINERD), that usually pays its employees on the 20th of each month. The lack of payment includes pensioners who generally collect their checks before the active employees.

Another state office that has not received the funds this month for its employees is the Chancellery, that usually pays between the 26th and 27th of each month.

Also, yesterday on the campuses of the Autonomous University of Santo Domingo (U ASD) they had not paid this month's payroll.

In a similar manner, the employees and retirees of Pro-Community, as well as the Dominican Institute of Social Security (IDS S), the Ministry of Culture and the Office of Supervising Engineers of State Projects (OISOE) had not seen any paychecks.

At the Ministry of Public Health they reported that they have not been able to effect the payment of the personnel assigned to the National System of Emergencies and Security - 911.

In the meantime at the National Institute of Assistance and Housing (INAVI) their money was deposited yesterday at 2 o'clock in the afternoon.

They explain the causes for the arrears

Interviewed yesterday afternoon at the Presidential Palace, after leaving the office of the Minister of the Presidency, Gustavo Montalvo, the director general of the Budget, Luis Reyes, and the National Treasurer, Alberto Perdomo Piña, attributed the delays to the fact that January is a month with many feast days, which causes the payrolls to be delivered late.

Reyes recognized that there were delays in order to charge the 2015 budget in some institutions, because first they had to close the books on 2014.

For his part, Perdomo Piña explained that January is a different month from the others, because generally there are many holidays, and, of the government offices, only the MInerd has not deposited its payroll, because of the salary increase that was applied to the teaching personnel.

He said that they have already paid 89% of the state entities, so that only 11% are still to be paid, which will be taken care of as soon as the payrolls arrive at the Treasury.
