Medina goes to Congress today to present his third report in the midst of expectations
SANTO DOMINGO. President Danilo Medina appears today in his third appointment with the National Assembly to present the balance sheet of the activities of his administration to the country.

The president's speech this year has attracted the attention of the population and of broad sectors that are waiting for the presidents statements regarding the Haitian issue.

Others are holding onto the expectation that he might refer to the request for presidential reelection, but persons near the Chief of State believe that he will not touch this issue, and dedicate his words to talk about the achievements of his administration.

There are those who expect announcements of new official measures aimed at completing the program of government and the President's campaign promises.

The administration

For 30 months the Government of President Danilo Medina Sanchez has been characterized by the satisfaction and admiration of many Dominicans, but also by the deception and even the frustration of others, who are still waiting for great challenges to be overcome.

The government plan

Ever since the election campaign, Medina has focused his administration on the solutions of problems that are impeding development, and affecting the lives and the dignity of many Dominicans.

The Program of Government was based on four fundamental aspects: A dignified and healthy life; a prosperous, competitive and sustainable economy; a sustainable environment and an inclusive institutionalism.

Under the motto: "Correct what is bad, continue what is good, and do what has never been done," Medina designed his strategy of government putting the four points in the center.

Promises fulfilled

The Administrative Minister of the Presidency, José Ramon Peralta, says that with a lot of effort they have complied with the 4% for education, but that work in the sector is being done in a comprehensive manner.

Farming

in the farming sector, the President promised to re-launch the countryside with RD$40 billion in financing, about a billion dollars, and already, just the Agricultural Bank has carried out more than RD$36 billion in financing.

The surprise visits have been a special instrument which gives priority to the farmers organized in cooperatives, associations and federations of rural farmers in order that they can be competitive. So far, the investment has been close to $7 billion pesos over two years.

Health

Regarding health, the government eliminated the recovery co-payment; they sent the purchase of medicines for the hospitals to Promese, which has meant a savings for the state of RD$900 million, says Peralta.

At the present time there are 63 people's pharmacies, and prices were ordered lowered for medicines sold at the popular drugstores. Of 49 medications that these establishments sold, they are now selling 180 and in the hospitals from a few more than 100 medications which they supplied, these have been increased to 368.

Some 735,000 persons were incorporated in the National Health Insurance (Senasa), and they are working on the construction and refurbishment of 50 primary care and diagnostic centers.

The most emblematic hospitals of the country were submitted to repairs and refurbishment, such as the Doctor Dario Contreras, the José Maria Cabral y Baez (in Santiago) and they are rebuilding the Luis Eduardo Aybar hospital (the old Morgan).

Jobs

They promised to create 400,000 new jobs in the four years and as of January 2015 they have created 299,000.

Public safety

According to the government, crime has been reduced from 23.4% to 16% in two years.

The 911 System is one of the most praised programs by the citizens, and as of the middle of this month more than 200,000 persons have been benefited.

Projects

The Tourist Boulevard of the East was finished, along with the San Pedro de Macoris Beltway, the Highway between San Pedro de Macoris and La Romana, the La Romana Bypass and the North Beltway in Santiago. In addition construction continued on the second line of the Santo Domingo Metro.

Electricity pact

The work towards the pact was begun, at the same time, the government is building two coal-fired generation plants, and technical losses were reduced from 35% to 31%.

Transparency

The President promised to create a Unique Treasury Account, and as of the moment there are 201 institutions which handle RD$25 billion which before was administered at their discretion. They have also created dozens of oversight commissions.

More than RD$80 billion has been raffled in projects among engineers during public acts.

Vulnerable Areas

The projects of social impact. Boca de Cachon was delivered; the new city of La Barquita is being built together with El Riíto in La Vega, where more than 300 apartments are being built, and this month they will begin construction of a barrio in order to remove the families in La Mesopotamia barrio in San Juan.

Foreign Policy

In the Foreign Policy sector thousands of persons have been fired, which has permitted the payroll to be reduced by millions of pesos. "But remember, this is something which began three or four months ago," says Peralta.

Although the Chancellor Andres Navarro announced the Plan to Re-launch the Dominican Foreign Policy, which includes the institutional transformation of the Ministry, it will be starting in June that the effects of the measure will start to be felt, said the diplomat.

Other remnants

Of the three packs that the President announced at the beginning of his administration, Electricity, Fiscal and Education, only the latter has been agreed upon. Discussions began on the Electricity Pact recently and of the fiscal pact nothing has been said.

The dam at Monte Grande, in Barahona is another Government promise.

Housing deficit

The official plans to reduce the housing deficit have not gone as planned in the government program. Only the cases of Boca de Cachon and the Gautier project are finished.

La Barquita and Juan Bosch City are projects under construction, which will consist of some 25,000 housing units along with the El Riíto complex in La Vega.

Highways

The people are still waiting for the highway between San Jose de Ocoa - Rancho Arriba and the Dam at Monte Grande has not progressed at the rhythm that was expected, according to authorities such as the Bishop and the Senator from Barahona.

The bishops

In their most recent pastoral letter, the bishops reminded the government of the challenges in reducing criminality, violence and the improvement of transparency in the public administration.

The government admits delays in the plans to provide land titles


The Government, in the voice of the Administrative Minister of the Presidency, José Ramon Peralta, admits that of all of the Plan of Government, that which is most behind is the aspect of providing deeds to land which the President promised during his campaign and which is contemplated in the Plan of Government.

"It has not gone at the speed that we wish, because it does not depend just on the official side," said the official, and he recalled that in order to obtain a land title, although it is private and the person has the money, it takes months and even years. By means of the Decree 624 - 12, President Danilo Medina created the Permanent Commission on Deeds of State Lands, which is assigned the job of the massive number of titles of lands and houses belonging to the state. The purpose is to deliver at least 150,000 deeds of property, principally to farmers, 74% of whom lack this documentation.
