SANTO DOMINGO. The Attorney General of the Republic, Francisco Dominguez Brito, said that for the moment there is no process open which would require the detention of the confessed drug trafficker Quirino Ernesto Paulino Castillo, to whom no asset will be handed over, because they were seized according to the rules. "There is nothing to be claimed, all this was done in accordance with due process, both here as well as in the United States."

The official said that the sale of the assets was carried out in a joint manner together with the United States authorities.

He confirmed that lawyers from the admitted drug trafficker went to his office yesterday morning in order to request an appointment so that Paulino Castillo might be received.

Dominguez Brito indicated that the lawyers were received by his assistant Alejandro Jaquez, General they communicated that he (Quirino) is at the disposition of the Attorney General, whenever he is needed. "It was a very brief visit and basically suggested the complete disposition (of Paulino Castillo) to appear before any requirement that might be made."

He admitted that the authorities of the United States did not inform the Attorney General of the Republic that Quirino would return to the country and that, apparently, he had benefited from a plea bargain in the United States which implied that he did not get out of prison as a deportee, just that he lived in the United States.

He specified that given that he did not come in the condition of a deportee, apparently he did so on his own initiative, "that is to say, as any other Dominicans who could well benefit themselves of a similar system."

The official indicated that if Quirino has a valid visa from the United States, he imagined that he can return there, which depends on the American authorities since they were the ones who have handled this case.

Nevertheless, he warned that they talking about a case where the majority of the information has been Secret, under orders from a judge in the court of New York, so that many of this has not been revealed, not even to the American or the Dominican authorities, because these are attributions of the justice system there.

He explained that because of this, neither the authorities of the United States or those of the Dominican Republic can report anything. "Because of this there are many speculations and many things that one does not know, because of the character of closing those files and not permitting any communication. If a judge orders them open, then we will receive all the information."

He said that with the exception of the other protection mechanisms of the United States entering into play or that they order some type of liberty there, a person can return to the country from which he was extradited. "There was no formal report from the United States regarding his arrival in the Dominican Republic, because of the manner in which he was there, in the cases of the deported persons yes, there is a report on each one of them, but he was a free man."

He indicated that he was not deported because a judge authorized his freedom and established a series of parameters that are unknown to the Dominican authorities.

He underlined the fact that the office of the Attorney General does not know whether Quirino's arrival means he has resigned from the witness protection program under which he benefited, nor does he know if he can return to the United States.

His location

Yesterday it was revealed that the state security agencies located him at the apartment in the Violeta 2apartments on West 27 St in the El Millon sector, where his mother lives. Quirino has been in his mother's house since last Sunday.

Deputies differ regarding presence of Quirino in the country


Several deputies expressed diverse opinions regarding the presence in the country of the former Army Captain Quirino Ernesto Paulino Castillo. For the PRD Deputy Carlos Gabriele Garcia, his arrival was not by chance. He believes that he has the support of the government because otherwise he would have been interrogated upon his arrival in the country.

The PRM Deputy Eugenio Mendez said that "the arrival of Quirino has made the authorities shiver." He added that "he has come like a peacock to take over here in his country."

Regarding this, the PLD Deputy Nelson Guillen called the statements by his colleague Vinicio Castillo Seman disrespectful for relating the admitted narco with the group supporting Danilo.

Quirino's lawyers


The lawyers of the convict, Freddy Castillo, Ruddy Polanco, and Leomar Castillo told the Attorney General that Quirino is willing to appear in the office of Dominguez Brito, if the Attorney General so wishes.

"These are the instructions, that we make contact, that he wants to talk with the Attorney General about whatever is needed," said the legal defender of Quirino, Freddy Castillo, after noting that he (Quirino) is in Santo Domingo. "He simply wants to talk with the Attorney General," he added. He made it clear that they do not have an appointment with Dominguez Brito, but rather they are following instructions of Quirino to try to have him received.
