Public Health regulates practice of plastic surgery in Dominican Republic

The measure seeks to put an end to lawsuits

SANTO DOMINGO. The Minister of Public Health ordered that to be sble to practice plastic, aesthetic and reconstructive surgery in the country, the doctor should have two years of general surgery and three years in the other sub - specialties.

By means of resolution Num. 00008, and taking into account that the lawsuits relating to aesthetic and reconstructive surgery have increased, Altagracia Guzman Marcellino, ordered that the professional in the area should have a degree approved by the State and be a graduate of the medical residency programs recognized by the Ministry.

In the case of those who have specialized overseas, they should comply with the requisites regarding duration, clinical practice and be duly accredited in the teaching hospital where they studied, according to the accepted international standards.

Also, that person should present the documentation which supports the studies, as well as having the accreditation of the issuing country, apostilled and in Spanish.

According to the resolution, the professional in the area and the health establishments that carry out the medical procedures should be approved by the Ministry, as well as have their health professionals that comply with the regulations.

The resolution also recognizes the right of patients and their relatives or tutors to receive information from the specialist who will perform the surgery, as well as regarding the medications and supplies that they are going to use.

Until now, the only residence in plastic, reconstructive and aesthetic surgery in the country functions at the Salvador B Gautier Hospital, of the Dominican Social Security Institute (IDSS), where they graduate one specialist a year. The program was founded on 12 January 1977 and in all those years they have graduated around 37 professionals.

For a long time, the Dominican Society of Plastic, Reconstructive and Aesthetic Surgeons have demanded the regulation of the medical practice, because they say that there are many who travel to countries such as Mexico, Brazil and Peru and take three months courses in order to later practice aesthetic surgeries, which increases the risk of dying in an operating room.

Lawsuits

In the last several months the deaths of three patients tied to poor medical practices were reported. Two of the cases occurred in the Institute of Slimming, Body Aesthetics and Gynecology (Ideamec), of Santiago. In the other case they are dealing with a 35-year-old woman, and this occurred in the Plastic Surgery and Specialties Clinic in Santo Domingo (CECIP).
