Zovatto calls for "protecting the prestige" of JCE

SANTO DOMINGO. The director for Latin America and the Caribbean for the International Institute for Democracy and Electoral Assistance (IDEA), Danile Zovatto, asked Dominicans to "recognize, appreciate and take care of" the international prestige which he understands the Central Electoral Board (JCE) has earned.

Zovatto said that in all collective agencies there are conflicts but the fundamental thing is that they use the internal channels to resolve them.

"To build institutions requires a lot of time, to finish off an institution, to affect its credibility, sully its prestige is a question of very little time and later, like Sisyphus you have to once again invest an enormous amount of time in order to recover that credibility," he stressed.

He put as an example how the JCE has achieved this prestige by serving as technical advisor to some seven electoral processes in Latin American, which have been applauded by such figures as Ecuador's President Rafael Correa.

He said that it is important for the JCE to have credibility because they certify the legitimacy and origin of all of the elected officials and have as a responsibility the civil registry.

Daniel Zovatto suggested that the internal conflicts of the agencies should be resolved with the framework that is established by the laws to preserve the institution.

"I believe that it is very important that we take care of institutions, and I say this with a lot of respect, but at the same time with a lot of sincerity, you have today a Central Electoral Board that is the pride not only inside the country, but also for the country overseas, whose knowledge is very welcome and requested," he noted.

He assured reporters that he has been a witness to the "enormous" credibility that the JCE enjoys outside the country, and he stressed that 25 years ago the board only received assistance but now it offers it to Guatemala, Ecuador and other countries in the region.

The electoral expert announced that they would take part, together with the Organization of American States (OAS), in a seminar in which they would debate proposals for the legislative proposal of the Law for Parties that is going through the National Congress.
