Sisalril closes ARS-UASD for non-compliance with Social Security La

SD. Uncertainty has overcome the authorities and the 18,000 employees and their dependants of the Autonomous University of Santo Domingo (UASD) since yesterday when the Superintendent of Health and Labor Risks (Sisalril) removed in a definitive manner the Administrator of Health Risks of the university (ARS-UASD) because it did not comply with the requirements that are established by the Social Security law.

The measure is contained in the resolution 185-2012 and in a letter that the Superintendent of Health, Fernando Caamaño, sent to the university rector Mateo Aquino Febrillet in which he explains that another of the reasons for closing down the ARS (a health risk administrator) is that they did not organize an integrated network at the local level, that would cover adequately all of the services of the Basic Health Plan (PBS).

The decision took four years to reach after accompanying the ARS-UASD and two days after the deadline that was given by Sisalril.

One regulation orders the ARS-UASD to begin the process of dissolution which obliges the authorities to purchase health services for its employees and their dependants and to liquidate the accounts payable.

Among the arguments that were set forth to reach the irrevocable decision, Caamaño mentioned that the university employees did not pay Social Security, and therefore are not beneficiaries of the Healt Service Plan that is in place, which was approved by the National Social Security Council (CNSS).

The letter explains that the university with the discounts that is currently makes on its personnel and the portion that corresponds to the institution as the employer could guarantee health coverage, since the average payment for each insured person consigned to the ARS-UASD is RD$985.00.

Although the decision was warned to the authorities several months ago, during the last week there was a clash, through the publication of a statement in which, on the one side, Caamaño said he knew of the RD$95 million debt of the ARS with the Health Service Providers, and other irregularities of a technical nature, while Aguino Febrillet said that there were no operational problems.

Rector goes to a meeting

In the meantime, yesterday afternoon, the rector of the UASD and the Minister of Labor, acting as the president of the National Social Security Council (CNSS), met to try and deal with the conflict.

At the end of the meeting, Aquino Febrillet reported that he would present an appeal to the CNSS in order for them to convene a meeting in which the university can be heard. "There is a lot of interest by the UASD to regularize the situation of their ARS, but we need more time and support," he said.

He explained that the principle stumbling block is the petition by the Sisalril that the payroll of the UASD be deposited in the Treasury of the Social Security, with the idea of deducting the payments directly, which in his judgment would impede the university from paying the salaries to the employees as they are supposed to.

In spite of the decision by Sisalril, the rector said that the employees and the professors of the UASD will continue to be taken care of in the different medical centers.

For his part, Francisco Dominguez Brito said he was committed to mediate so that the decision is rescinded.
