Caricom suspends entry of Dominican Republic: "The relation cannot now be the same"
Dominican government has not fixed its position regarding the manifesto

SANTO DOMINGO. The Caribbean Community (Caricom), decided yesterday to suspend the request by the Dominican Republic to join this regional organization. The decision is in reprisal of sentence 168-13 by the Constitutional Tribunal that decided that the children of foreigners in transit born in the country are not Dominicans.
The Conference Table of Chiefs of Government of the Caribbean Community met yesterday in Port of Spain, Trinidad Tobago, and issued a declaration in which they warned that they would submit a resolution before the General Assembly of the United Nations that condemns the sentence by the Dominican high court.
The Dominican Republic has never been very welcome in this regional group, but last 6 July President Danilo Medina asked the fifteen members of Caricom to admit the DR to the regional group, which is made up mostly by English-speaking, island economies.
Caricom said in its communiqué that it is going to evaluate its relation with the Dominican Republic in other forums, because "it cannot now be the same," above all in the Organization of American States (OAS); the Cariforum; the Africa, Caribbean and Pacific Group (ACP) and the Community of Latin American and Caribbean States (CELAC). "Caricom is prepared to join with the Dominican Republic, but the government of the Dominican Republic should show its good faith with immediate, credible measures, as part of a global plan to resolve the nationality and related questions in the least possible time," read the communiqué.
The issued a call to the world and regional community "to pressure the government of the Dominican Republic" so that they adopt urgent measures with the aim of guaranteeing that the decision by the Constitutional Tribunal guarantees the full rights of citizenship of the persons of Haitian extraction born in Dominican territory. Likewise, they asked that the countries and the regional and hemispheric organizations "lend their voices" to insist that the Dominican Republic resolve "this terrible evil."
The organization gave the issue the highest priority and condemned the sentence as "strange and discriminatory" because it was their understanding that it excludes tens of thousands of Dominicans from citizenship retroactively, the majority of them of Haitian parentage, leaving them stateless and without the ability to appeal. They said they supported the visit of the Inter American Commission of Human Rights to the country and they said that they would request a consultative opinion from the Inter American Court of Human Rights.
"The Community accepts with satisfaction the intervention of Venezuela to help resolve the question, but given the serious humanitarian consequences of the judicial decision, the Community cannot allow its relation with the Dominican Republic to continue in a normal manner," stresses the organization.
They said "it is especially repugnant" that the sentence does not take into account the sentence handed down in 2005 by the Inter American Court of Human Rights.

The spokesman for the Presidentcy, Rogerto Rodriguez Marchena, said "that the government has still not established a position regarding this." A source at the Presidential Palace said that the issue cannot be dealt with "with emotion and sensitivities" so that for the time being the government will handle this with prudence.
