Haiti recognizes the right of DR to decide on immigration and nationality
Haiti requested guarantees that measures be taken to safeguard the rights of Haitian citizens

JUANA MENDEZ. Haiti recognized the right of the Dominican Republic to decide on its immigration and nationality policies, during the first meeting of the commissions from both countries in the Haitian frontier town of Juana Mendez (Ouanaminthe).
Nonetheless, the neighboring country requested a guarantee that concrete measures be adopted to safeguard the rights of Haitian citizens and their descendants in the Dominican Republic.
In this sense, the Dominican part ratified these guarantees and made it clear that the Dominican government will go forward with national legislation in order to provide answers to all of the cases not contemplated in the Normalization Plan for Foreigners that is currently underway after the sentence 168-13 from the Constitutional Tribunal which establishes the criteria for citizenship.
During the first talks between both countries, which went on for more than seven hours, the representatives of the two countries agreed to carry out bilateral meetings on the first Monday of each month, the first to be held next 3 February in the Dominican Republic.
The Haitian and Dominican officials, headed by the Prime Minister, Laurent Lamothe and the Minister for the Dominican Presidency, Gustavo Montalvo, agreed to deal with the normalization of the temporary workers in the next meeting.
The Dominican group reported that it recently went through the delivery of carnets with which it normalized the situation of Haitian nationals in the country. Haiti committed itself to prepare the passports of these workers.
They said that because of the common interest in achieving effective relations and the need to regulate the bi-national markets that are developing in several frontier points, the customs officials from both countries will be meeting shortly.
They also said that their interest in commercial reciprocity that would permit the entry without delays of the products from both countries. The agricultural authorities will also exchange information in order to facilitate this part.
With regard to security, the institutions from both countries will agree to a protocol that allows jointly the pursuit and fight against organized crime, drug trafficking and international criminal activities.
