Commission will deliver report on Political Party Law in November
SANTO DOMINGO. The commission of the Chamber of Deputies that is studying the legislative proposal for the Law on Political Party and Political Groups could have its report ready by the beginning of this coming November.

Deputy Henry Meran, who is chairman of the commission, indicated that up to now they have achieved a consensus and 40 of the approximately 80 articles which the legislation contains. "We are talking about 45 or 50% of the commission's work, before being able to present its report to the old Chamber. The work is going on very successfully. We have been reaching agreements and consensus, in order to be able to give the country a political party Law that really represents it and that really brings together this sense of political activity in the Dominican Republic," he said.

Until now they have dealt with issues such as the length of the campaign, the requirements that the different organizations should fulfill in order to be recognized by the Central Electoral Board, as well as issues referring to the rights and duties of the political parties, among other issues.

With regard to the issues that have to do with the financing of the parties, Meran specified that this is contemplated as the final part of the project, so that it still has not been discussed.

Quotas

Yesterday the Permanent Commission on Gender of the Lower Chamber, which is chaired by Magda Rodriguez, and which is demanding that the law assure gender Equality, was received by the commission that is studying the Political Party Law. According to Rodriguez their aspirations are that instead of a female quota of 33%, it should be raised to 50%, and that the access of women to elective positions, internal candidacies as well as the election to national office should be facilitated.

"Evidently we believe, and it is the aspiration of Dominican women that, after many years of quota, we aspire to equality, because it is the Dominican Constitution which orders equlity and nondiscrimination," said Rodriguez, a deputy for Santiago.

In the petition, Meran answered: "The commission listened to her. They delivered a document, and inside the debates we will give this its due consideration, and the elements that we feel can be included in the future, will be included."

Yesterday the commission was also visited by the leadership of the Modern Revolutionary Party Youth, who also requested a quota for young people. According to Jean Luis Rodriguez, the new legislation should contain a quota of 25% for young men and women.
