Danilo orders attention to poor in hospitals be free and of quality
SDE. President Danilo Medina ordered yesterday that the new hospitals built by the Government with an investment of millions be at the service of the poor of the country in order that they receive quality attention in modern medical centers, for free if they don't have health insurance and cannot pay the money that is due.

The nation's leader ordered the application of this measure to the Minister of Health, Altagracia Guzman Marcellino, and Doctor Ramon Alvarado, the coordinator of the Network of Public Hospitals, as he gave a speech during the inauguration of the new installations of the Doctor Dario Contreras Trauma Hospital.

The project was built by the Office of Supervising Engineers of State Projects (OISOE), with an investment of RD$1.5 billion.

In his speech, Medina said that he has noted that as the hospitals of the country obtain more quality and as the state makes greater investments to provide health services to the poorest population, these services to the poor become more remote.

"I don't want the same thing to occur with this hospital, this hospital that before this construction was a warehouse for the poor, now that this hospital has the quality and the level that it has, it has to continue being a hospital for the poor," said the president in an energetic tone.

He suggested that in the new Dario Contreras anyone that has health insurance should be charged, but for whoever does not have anything, "this is his hospital and here is where he has to be attended." Medina recalled that when he carried out a surprise visit to the old hospital it was in such bad conditions that when he asked the personnel several times that he wanted to see a bathroom and they gave him excuses and excuses and they did not permit him to enter and see a bathroom," which made him imagine in what condition they must have been.

He ordered, in addition, that the Administrators of Health Risks (ARS) pay for the service which the hospital supplies to the insured, because he understands that it is not possible that the State transfer an investment of resources as big as this to the National Health Insurance (Senasa) and that the patients of this institution go to hospitals such as the Dario Contreras and receive completely free service.

In addition to Guzman Marcellino and Alvarado, the director of OISOE Miguel Pimentel Kareh, also spoke, as did the Senator for the province of Santo Domingo and President of the Senate, Cristina Lizardo, the Mayor of East Santo Domingo, Juan De los Santos, Pedro Sing, the president of the CMD, the director of the hospital, José Aponte, and the television commentator Julio Hazim. The inauguration was blessed by Father Aristides Richardson.

Facilities

The head of the OISOE declared that the new Dario Contreras is a reference hospital, since because of its characteristics there is no other like it in the country. It has nearly 22,000 m² of construction.

The hospital has beds for patients, beds for pre-and post op patients, all properly equipped and which total 264 beds.

On the first floor are located the emergency rooms, the clinical labs and image testing, the pharmacy, the cafeteria and the information booth. At the same time, Pimentel Kareh said that the second floor contains the surgery area with 15 ORs, the pre-and post operation rooms, the hospital wards and the intensive care unit, with 12 beds in the latter, and additionally eight beds in the intensive care in the neurological wing.

Likewise, the teaching area has two ultra - modern classrooms and an auditorium with a projection booth and automated screen. There is also a digital library for consultation and work, with tablets for the use by medical and resident personnel. Security cameras, a sound and Internet system are also there. The center has two emergency generators, one which produces 1.2 MW and the other 500 kW among other facilities.
