Assembly will hear second reading of reform today
A jurist feels text should include the word "only" in order to achieve its objective of alternating

SANTO DOMINGO. The National Review Assembly meets today, for the second time in a week, in order to deal with the second reading of the modification of article 124 of the Constitution and Institute the consecutive presidential reelection.
The members of the assembly are convened for 10:00 in the morning in the Assembly Hall where, after the required 21 gun salute, they will proceed to the reading of the order of the day and the report by the commissions of Style and Auditing will be read. These Commissions suggest to the plenary slight changes in the style for the new text of article 124 which was approved in the first reading by 183 votes of the 222 total membership of the assembly. They also suggest eliminating several temporary articles that are in force from the 2010 Constitution, lowering the temporary dispositions from 19 to just eight.
Yesterday the spokesman for the deputies of the government's Dominican Liberation Party (PLD), the proponent of the reform, Ruben Maldonado, seemed confident that the modification would pass with the same or greater number of votes than the first time. He recalled that this is the result of a consensus among the parties, different from what occurred in 2002, when according to what he said it was brutally enforced.
According to the president of the Assembly, Cristina Lizardo, during the session debates will be opened for each of legislator who wishes to express himself. And if the favorable voting repeats itself, the Constitution as modified will begin to be signed starting this afternoon and continue until the early hours of tomorrow. At 10:00 in the morning on Saturday the ceremony of proclamation of the new Magna Carta is scheduled to take place, with the reading of the complete text.

Yesterday jurist Julio Cury questioned that the text proposed to modify article 124 is not sufficiently forceful to comply with the objective of permitting the alternating of power.
"In the proposed text they should have assigned in writing that the president can only opt for one consecutive term, not being able to do it ever again. By not inserting the word "only" what it appears to be is that the purpose of alternating in power will not happen as they were looking for," he suggests.
The text suggested in the proposal of modification by the PLD, says: "Article 124, - Presidential election. The Executive Power is exercised by the male or female President of the Republic, who will be elected each four years by a direct vote. The male or female President of the Republic can opt for a second consecutive constitutional term of office and cannot ever again be nominated to the same post or to the vice presidency of the Republic."
Jurist Cury feels that it is necessary that they insert that the president can opt for a single period, and that later he cannot be re-nominated.
In the constitutional reform a temporary article which establishes that in the case in which the President of the Republic, Danilo Medina becomes the nominee to the same position for the 2016 - 2020 term, he can never again present himself for any presidential or vice presidential election.
