Biden calls Medina "a determined leader" for getting the Naturalization Law
He announces support for expansion of 9-1-1; guarantees commercial fairness in DR-CAFTA

SD. "A very determined leader was needed and you, Mr. President, embody both things," said yesterday the Vice President of the United States, Joe Biden. Bided addressed President Danilo Medina in praise of the quickness with which he felt that Medina acted in order to get the approval of the Law of the Special Regime and Naturalization which benefits mostly the descendants of Haitians.
Nevertheless, the high ranking White House official stressed that the regulations for the application of the legislation is still needed. "And I am completely sure that this will be done," he stated.
He said that his country respects Dominican sovereignty, and recalled that the United States also is also immersed in the normalization of eleven million undocumented immigrants "so that they get out of the shadows."
Biden referred to the issue during his press conference together with Medina in the middle of a meeting which both men held in the Presidential Palace which started at 1:00 o'clock in the afternoon, some two hours late, and lasted until 4:30 in the afternoon.
The Vice President arrived at the Presidential Palace protected by a security detail. He was received by Vice President Margarita Cedeño, the Administrative Minister Jose Ramon Peralta and Ambassador James Brewster, among other officials and immediately entered the President's office.
An hour and a half later, Biden and Medina went into the Ambassadors' Hall in order to talk about some of the points agreed upon regarding security, drug trafficking, the environment, commerce, energy and education.
Regarding this last item, the Vice President congratulated Medina for achieving the assignment of a percentage of the national budget for the sector, in this case, 4% of GDP.
Expansion 9-1-1
Biden shared the interest of his country to continue supporting the expansion outside of the capital of the 911 emergency, which the United States contributed US$6.0 million in equipment and for the platform for receiving phone calls. "There is not reason at all for it to be limited to Santo Domingo." he said.
Economy and security
Medina expressed his interest for the commercial exchanged within DR-CAFTA to be carried out "under fair and sustainable condition" for the Dominican producers. Regarding this, Biden said: "We are going to put the instrumentation of this treaty into place in order to have a business environment that is predictable and that is also in a state of law."
Regarding security, he stressed that both countries will continue working together to fight drug trafficking, smuggling and human trafficking.
Biden also showed interest in supporting the electric system, since he felt that the Caribbean countries had a major dependency on the import of fuels.
After being in front of the press for more than 20 minutes, Medina left with Biden to lunch and continue talking with the first Vice President of the United States that visits the country since 1980.
The second in command at the White House arrived in the country last Wednesday from Colombia. He is scheduled to leave this morning for Guatemala to continue his Latin American trip.
