CNSS increases coverage for high cost illnesses

SANTO DOMINGO. The National Social Security Council (CNSS) announced yesterday that it was increasing coverage for high cost illnesses and other benefits in favor of the affiliates of the Family Health Insurance payroll plan.
The president of the CNSS, Max Puig, said that the ceiling on coverage for high cost illnesses was increased from RD$500,000 to RD$1,000,000, according to the graduated scale established by the Superintendent of Health and Labor Risks.
The decision is contained in the Resolution# 227-09 approved by the CNSS in its last session.
In the words of the official, the resolution includes in addition: coverage of services for traffic accidents, the elimination of the co-payment in the procedure of natural births, the reduction by 10% of the co-payment of the affiliates for hemotherapy or blood transfusions.
There is also the expansion to RD$90,000 for cancer drugs for the affiliates; moreover there is a 5% increase in the co-payment the person has to pay for surgery.
According to Puig , these plans will be applied beginning on 1 January of next year and will include 372 new medicines, including the cancer medicines.. "The benefits will be applied starting in 2010 and the increase in the cost per person will be distributed among the Health Insurance Providers, according to Puig.
Puig, who is also the Minister of Labor, indicated that the additional benefits will be financed with the funds that enter the system without implying any increase in the contributions that both the employees as well as the employers make each month and they are in line to continue improving the package of benefits that the affiliates are able to receive today.
On other issues, Puig assured reporters that since yesterday the Ministry of Labor began payment of the thirteenth salary (often called the Christmas bonus) to its employees and that the delay was caused by issues relating to the new computerized payment system.
Resolution
The resolution establishes that within a 90 day period that begins with the publication of the document, the CNSS will vote on a report from the health commission of the organization in order to determine the financial feasibility of an additional increase in the procedures and services that the people covered by the payroll contribution plan receive. Likewise, Max Puig announced the application of Resolution 227-09 that approves the increase of the individual insurance fees from RD$661.93 to RD$691.48.
