They spend RD$6 million a month in Haiti and RD$4 million in Panama

SANTO DOMINGO. The Foreign Service personnel of the Dominican Republic is exorbitant when compared to countries such as Mexico or Argentina. Because of this, today many diverse sectors of society are questioning the use that is given to the resources of the state at the Ministry of Foreign Relations. Last year the ministry received a budget of RD$6.1 billion pesos.

Two cases which attract attention are those of the Dominican personnel accredited to Panama and Canada.

In Panama the country has 14 councilor ministers earning US$2,000 a month, 12 councilors receiving US$1,600, 16 vice-consuls with salaries of US$1,750, five assistants at US$920, four first class secretaries at US$1,400, one second class secretary at US$1,350, one at US$1,250, a cultural attaché at a salary of US$1,200 and the ambassador at US$3,000. All costs the state US$92,200 a month which is very close to RD$4.0 million.

Just in salaries, the country spends US$82,920, equal to RD$3.6 million. In that country there are 17 councilors, 12 vice-consuls, nine assistants, six councilor ministers and six first class secretaries.

Comparisons

Mexico, a country which borders on the United States, has a total of 18 persons in different positions in its consulate in New York, but the Dominican Republic has 36 vice-consuls, and 54 assistants.

The Mexicans have 10 persons accredited to their consulate in Miami, according to the webpage of their Chancellery, but the Dominicans have 21 vice-consuls and 32 assistants.

Argentina has 10 persons registered in different jobs at their embassy in the United States, and just nine in Spain.

The Dominican Republic has 30 in the embassy in the United States and 211 in the consular service, among them 95 vice-consuls, 102 assistants, 10 councilors, five councilor ministers and six first class secretaries.

In Spain the country has 34 vice-consuls, 12 councilors, seven councilor ministers and 49 consular assistants.

Excess in Haiti

In Haiti, the Foreign Service of the Dominican Republic looks out of date and inflated with 40 vice-consuls, 17 councilor ministers, 18 councilors, 11 assistants, and seven first class secretaries on which they spend each month US$152,720 which is the equivalent of RD$6.6 million pesos.

In Puerto Rico there are 16 vice-consuls and 10 assistants, while in Jamaica that are nine vice-consuls, eight councilor ministers and five councilors.

In Costa Rica there are 12 councilors, 10 councilor ministers and five first class secretaries.

In France there are 11 vice-consuls and six assistants, while in Italy there are six vice-consuls and seven assistants.

The chaos in the Dominican diplomatic service has come into the limelight after the Controller General of the Republic required documentation such as rental or lease contracts, payment of fixed expenses and they will audit the payment of expense accounts.
