Medina calls for a grand social pact to reduce poverty and inequality
SANTO DOMINGO. Just as he had promised during the campaign, yesterday Danilo Medina called for-now as President of the Republic-all of the sectors to agree upon a "Grand Social Pact" which guarantees a new development model and which gives a push to a solution of the basic problems of the country.
The new President reiterated that the agreement will focus on three fundamental axis: a fiscal pact, a pact for education and an electricity pact.
For this Medina said that during the his first weeks in office he will invite all of the national sectors so that together "they can search for definitive solutions to the problems that have been deteriorating the quality of life and limiting our development potential and social inclusion." "Today, as President, I am calling on them to work together, each and every one, with no exclusions (....)to establish the basis of a new development model," he emphasized.
In search of these objectives, he announced the reactivation of the Economic and Social Council which is chaired by Monsignor Agripino Nuñez Collado, and which will be the scenario for the discussion of the pacts.
The points
The President detailed the points that he hopes to reconcile with what the society wants: reduce in an overwhelming and irreversible way the absolute poverty; put an end to illiteracy, reduce the inequality among persons and regions, establish a new model of development which has as a base more opportunities, more innovation, less bureaucracy and more ecological protection.
He also wants to improve education, health and citizen safety; and to build an ethical and transparent country, based on meritocracy and in the unfailing and vigorous fight against all forms of impunity, and to build a more modern and freer country. He also wants to create quality employment. In this sense he reiterated his promise to create 400,000 quality jobs during his administration as a way to get a million and a half persons out of poverty.
Besides having the will, the nation's chief said that at the present time he has the legal tools to achieve these goals. He mentioned among these the Constitution of the Republic, and the National Development Strategy 2030 (END). "In this we have a perspective in the medium and long range so we can act in the present," he pointed out.
Announcement of the program "Quisqueya without misery"
During his speech, Medina announced the program of "Quisqueya without misery," which together with Solidaridad and the Progresando initiative make up the three basic axis of the strategy to reduce poverty and social inequality.
"They are programs that besides providing the recipients with subsidies for health, and education services, of improving their housing and of helping their communities to pursue the development of the abilities to get out of the vicious circle of poverty."
He added that "Quisqueya-the old Taino name for the island-without misery" plan will initially place emphasis on the most vulnerable populations with the aim of reducing poverty, defending the family economy and contributing to food security. Besides this he will strengthen and promote organization and cooperatives.
