More than 90% of deputies support reelection of Martinez

SD. In an unprecedented event in the histories of the legislative chambers of the Dominican Republic, 173 deputies from eight parties signed a "Declaration of support for Abel Martinez Duran" to continue as the president of the Lower Chamber starting on 16 August.
The legislators who signed (91%) say that Martinez Duran has carried out a "fruitful job with demonstrations of opening, fair participation and seriousness." In addition, they said that Martinez acts "with transparency, guaranteeing consensus, harmony, and efficiency in the undertaking and treatment of the legislative agenda."
The document, dated 1 May, is signed by 87 of the 102 PLD deputies (85.2%); 75 of the 79 PRD deputies (94.9%) and 7 of the 9 PRSC deputies (77.7%). Also signing were Juan Hubieres (MIUCA), Luis Romeo Jimenez Caminero (BIS), Miguel Angel Peguero Mendez (PPC), and Virgilio Meran Valenzuela (MODA).
Not signing were Pelegrin Castillo (FNP) and Guadalupe Valdez (APD). The only PRSC deputies not to sign were Ramon Rogelio Genao and Victor Orlando Bisono Haza (Ito).
Two deputies with a long history in the Congress, such as Marino Collante (PRSC) and Hugo Nuñez (PRD) corroborated the statement that this document is unique in Dominican legislative history for it broad based consensus and for the milestone that it establishes by bringing 173 legislators from so many different parties together for this purpose.
Several of the signers of the "Declaration" agreed that besides being a recognition of his three years of work as the head of the Chamber of Deputies, in this opportunity Martinez Duran has been favored by the reality of the parties with incidence in the chamber.
"It is impossible for the opposition to present their own candidate, and because of this, it is intelligence not to try and invent something. And with regards to the PLD, it goes without saying, because with the support of 87 of his comrades it would be silly to start stirring up waters that are nice and tranquil," they said.

Consulted by Diario Libre, regarding this massive support, Martinez Duran said that he sees this as positive and humbling and he committed himself to work as he has done, with transparency, honesty, plurality and respect.
Nevertheless, he reminds people that he is a PLD leader who is always respectful of the party line. "The case of the leadership in both chambers is reserved for the Political Committee," noted Abel Martinez, and he underlined that this so that there was not the least doubt.
A "bloc" from the party
People who are knowledgeable of the goings on inside the National Congress understand that the tremendous backing achieved by Martinez Duran-91% of his peers-has a relation with his non-conflictive and accommodating spirit, and because when he has had to be energetic, bordering on stubbornness, as with that "vote honorable deputies, vote" he issued over the 2012 Budget legislation, he has done so with sufficient politeness and without any lack of respect.
In the opinion of one PLD deputy, it was precisely that "vote honorable deputies, vote" which caused some resentment in some segments of society because it left out the 4% of GDP that was so demanded for the pre-university education, was what catapulted him into the position of a fundamental "element" of his party.
"On this occasion of the budget without the 4%, Abel Martinez achieved high grades in his grand trial by fire. He played a stellar role, when his party approved a line and he executed it, imprinting speed, when some PLD deputies, fearful of the judgment of the so-called civil society, did not even dare to vote on the legislation," said several deputies from the administration's party.
They also recall that because of his charisma and high standing with the PLD rank and file, he has been the biggest vote-getter in his district in Santiago on three occasions.
