Two new lotteries will operate in DR
SANTO DOMINGO.-Two new electronic lotteries are all set to begin operations at the end of 2008. One of them is the Sajama, that will allow players to participate in an interactive system where the results are known right away.

The other is the Loto Real del Cibao, which belongs to the Consotrium of Bancas Real, and the company has a 20 year contract to operate an electronic lottery with Gtech support. According to the documents available, the company plans to earn US$130 million over the life of the contract.

Both contracts have been authorized by Presidential Decrees (Numbers 202-05 and 55-07) signed by President Fernández 11 October 2005 and 22 March 2007 respectively.

The contract between the National Lottery and the Loto Real del Cibao will allow gamblers to play the lottery, the quiniela, the quiniela-palé, and the tripleta via the electronic lottery.

The drawings will be held on Thursdays and Sundays of each week, after receiving authorization from the National Lottery.

The contract says that the Loto Real del Cibao will give the National Lottery 25% of the sales of each session, and this money will go into the national treasury.

The company will be allowed, moreover, to offer the public games of quiniela, pale and tripleta on the daily games run by the National Lottery, as well as any other product or game authorized in the Dominican Republic. The Loto Real del Cibao Company, which is a part of the Consortium Banca Real, should begin operations within six months after signing the contracts.

Fernando Guzmán said that the company has its sights set on beginning operations in December.

The contract also establishes that the percentage of prizes paid out will not be less than 50% of the sales of each session of the Loto.

In case the contract is rescinded by the National Lottery, the National Lottery will reimburse the Loto Real del Cibao for the expenses and costs incurred by the company and its sub-contractors to purchase machinery, materials, installation expenses, and marketing, promotional and publicity expenses.

On the other hand, the National Lottery could submit the Loto Real del Cibao to arbitration if the latter does not fulfill the terms of the contract, if the Executive Branch gives its approval.

The contract signed by the Sajama Company and the National Lottery, under the administration of Ramón Rivas, establishes that the former is authorized to sell quiniela, palé, tripleta and super pale. At the same time the company is permitted to implement other electronic games, such as instant lotto, as long as these games have not been assigned to other companies.

With this contract the Dominican government will receive the sum of RD$20,500 per year from each sales point and 24% of the total gross sales made by the company.

The contract signed by the two parties establishes that if the contract is rescinded by the National Lottery, the Dominican government will reimburse the company for its expenses.
