Law will prohibit open alcoholic beverages in vehicles or motorcycles
SANTO DOMINGO. The Senate will hold public hearings tomorrow for the legislative proposal that intends to prohibit the transportation of open containers of alcoholic beverages in motor vehicles or in the hands of drivers or passengers. All such beverages must be in containers that are factory sealed. The measure only will except opened containers if they are in the trunk of the vehicle or in bags if on motorcycles.
The senator for Elias Piña, Adriano Sanchez Roa, one of the proponents of the proposal, said that the resources generated by the fines from these infractions will be used for 911 operations and for the Ministry of Interior and Police to work on the prevention of drug consumption and the problem of alcoholic beverages in the Dominican Republic.
The proposal on the "Control of the Sale, Supply and Consumption of Alcoholic Beverages", authored by Sanchez Roa and the senator for Montecristi, Heinz Vieluf Cabrera, calls for measuring the blood alcohol level of each driver, who if he refuses, will have his vehicle seized and punishment of the driver.
Sanchez Roa indicated that the issuance of licenses by the Ministry of Interior and Police for the strict sale of alcoholic beverages, will help to preserve the public tranquility, since it will limit and specify on each category of license the freedoms and the prohibitions of sale and consumption with the aim of not bothering homes, hospitals, schools, etc.
The legislative initiative prohibits the use of areas of service to clients, "of the spaces designated for parking vehicles, corridors, hallways and other areas of access or egress or in the case of the public roads."
It also considers the prohibition of sales and free distribution of alcoholic beverages to students in uniform, even if they are of age, to persons in a visible state of inebriation, to those that show mental deficiencies and to minors less than 18 years of age, to police or military officer or any person carrying a firearm or knife.
