The CAASD increases water rates in sectors of the National District

Rate increase applied in Bella Vista and buildings along Anacaona Avenue

SD. The Water and Sewer Corporation of Santo Domingo (CAASD) confirmed yesterday the increase in the cost of basic water consumption went up to RD$484 in sectors of the National District considered "high-high class." So far, this measure affects some 700 clients.

The commercial coordinator for the CAASD, Abelardo Diaz, explained that those sectors, whose divisions include those "who live in luxurious high-rise apartment towers or houses with swimming pools, are having a readjustment made on their basic consumption rates, and they are going to pay RD$480 pesos."

Nevertheless, a resident of the sector of Los Embajadores who received a new invoice from the CAASD considered the application to be "populist and indecent." He pointed out that in his case he lives in a three-story building, without an elevator, that was built 40 years ago, so that he feels that in his case the measure does not apply. But at the same time, he questioned the policy of the CAASD. "What they should do is penalize the waste, and reward those who save water. The water is worth what it is worth, and you have to pay for what you consume," he said.

The technician explained that that those RD$480 correspond to those clients whose basic invoice is for 68 m³ of water consumption, calculated in two parts. They consist of the first 32 m³, which are valued at RD$6.00 a cubic meter, which presents a value of RD$192; the second part is for 36 m³ at a price of RD$8.00 a cubic meter. It will be recalled that a cubic meter of water is approximately 255 gallons, which means that those clients are being invoiced based on a consumption of 18,700 gallons a month.

The CAASD announced the increase to those clients through a circular, accompanied by the water bill on which they indicate that "recently a technical reevaluation was made of your property which entailed an updated correction of the assigned category; the changes will be shown in the invoice of the present month." According to the circular, it indicates that the CAASD subsidizes 65% of the water.

Diaz pointed out that the assigned category is to be found within the six definitions for residences of the CAASD. Category R1 is a category of the poorest and the category R6 is the category of the wealthiest. He said that this increase will not extend to other categories, but rather that they will carry out evaluations in place in order to determine which additional clients could be assigned new rates.

The price per cubic meter

Diaz said that the cost of RD$8.00 a cubic meter is one of the cheapest in the country and in the Latin American region, and he called the production and distribution costs of water for the CAASD as "money-losing and onerous."

In August 2011, the CAASD revoked an increase of the cost, when it was being managed by Freddy Perez; while in the current administration, in August 2013, the present director, Alejandro Montas, also retracted a rate increase after announcing it.
