The convocation for reform is now a published law
The proposal passed in the CD with the 149 votes in favor and 38 against
Santo Domingo. With an ample majority of votes, the Chamber of Deputies (CD) approved as urgent and in two consecutive readings, the legislative proposal which declares the need to modify the Constitution of the Republic in article 124, in order to permit the reelection of President Danilo Medina.
The proposal brought together the support of 149 deputies, including 94 from the governments Dominican Liberation Party (PLD; 41 of the Dominican Revolutionary Party (PRD); the nine deputies of the Social Christian Reformist Party (PRSC) and, even two from the Modern Revolutionary Party (PRM), an organization that had warned of expulsion of any of its legislators that supported the reelection. The proposal also had the favorable vote of the BIS, the PPC and the MODA. There were 38 votes against and one abstention, in a session which was attended by 187 of the 190 deputies.
With the vote, the deputies converted into law the proposal which already had the approval, last 28 May, of the Senate, where they achieved passage by a unanimous vote. This was after an agreement was reached internally in the PLD in order to conciliate the differences between those that opposed reelection, headed by former President Leonel Fernandez, and those that promoted it, the followers of President Medina. About two hours after its approval, the law was sent to the President of the Republic, through the Judicial Consultant, in order to proceed to its publication.
The urgency and the support that the proponents of reelection achieved set aside the diverse proposals that were presented during yesterday's session. Most were to have the law for convening the Review Assembly to include other aspects, besides the reelection. The first to suggest the expansion of the coverage of the law of con vocation were the Reformist's Rogelio Genao, the spokesman for the bloc, who reiterated the position that this organization would not be an impediment to the reform and then he read a document with the aspects that he felt should be included and that had been rejected during the Senate sessions.
Among other things, he asked that they include a modification of article 178 of the Constitution in order that they exclude the Attorney General of the Republic from membership on the National Council of the Judiciary and that the appointment of the Attorney General should be the legal authority of this Council. He also suggested that they establish the referendum of approval in order to be able to modify the Constitution and that no reform regarding reelection should be dealt with until 50 years later.
Also Deputy Juan Hubieres, of the Rebel Movement, demanded that they include in the law, the requirements to raise the voting age for young people to 20 years and allow the Police and the military to have the right to vote.
Another proposal was formulated by the deputy for the National Progress of Force (FNP), Vinicio Castillo Seman, in order that they add to the law the obligation to fulfill the requirement for the referendum of approval.
During the debates which preceded voting on the proposal, the spokesman of the PRD, Ruddy Gonzalez confirmed the agreement reached with the PLD as he read a letter which they sent to the President of his party, Miguel Vargas Maldonado, in which they ask him to promote agreements between both parties that permit the approval of this reform and the others that are pending. He also said that all of the PRD bloc, composed of 42 deputies, what approved the proposal.
The spokesman for the PRM, Nelson Arroyo, took advantage of his turn in order to denounce the ministers of Economy, Planning and Development, Temistocles Montas; Public Works, Gonzalo Castillo and Marino Collante, the director of the Port Authority, as the officials who were hounding the legislators and calling them in order that they meet in their offices in order to "convince them" to vote in favor of the reelection.

After revealing the results of the voting, the PRM spokesman, Nelson Arroyo reiterated that the two deputies from this bloc who supported the reelection, would be expelled immediately.
