Today deputies hear law on reform between deals and reports of vote buying

The spokesman for the PRM says they are buying deputies for "4 and 6"

SANTO DOMINGO. The Chamber of Deputies convened for today at 10:00 in the morning, the session where they will learn about the legislative proposal which declares the need to reform the Constitution. This is the same bill which was approved last week in the Senate of the Republic, with the unanimous vote of all of its members.

The recognition of the proposal comes at a time when there is an environment characterized by the complaints of the alleged purchase of legislators and the prospects of a political agreement between the official Dominican Liberation Party and the Dominican Revolutionary Party (PRD).

Yesterday, the spokesman for the Modern Revolutionary Party (PRM), in the Chamber of Deputies, Nelson Arroyo, complained that there is a campaign to purchase votes by the government of Danilo Medina and the PLD, and that today, in the session he will reveal the first and last names of those who are receiving legislators in their offices in order to buy the votes. He did not give exact numbers, but he did advance the idea that they are giving between "four and six" (millions). "This is not some deal of agreements between parties. No. They have bought many legislators and they are trying to buy those of the PRM in order to give the appearance that an agreement is being reached," he said.

According to Arroyo, the idea of the PLD is to appear that the reelection will pass with the unity of everyone when in reality, it is a "corrupt and vulgar " reform.

However, Ruben Maldonado, the spokesman for the PLD deputies, insisted that the issue for his party in the Congress is the political pact and at the present time they are making efforts for an agreement with the PRD.

"The Reformists have already stated that they will not oppose and, with them, there are fewer (votes) which are needed.... And there are many of the PRD was have said that they are in favor (of the reelection)", said Maldonado.

The PRD deputy, Radhames Gonzalez, doubted that an agreement with the PLD will come about, since he feels that this would be very difficult for them. According to Gonzalez, as of yesterday the PRD president, Miguel Vargas Maldonado, had not laid down any policy line regarding the position which they should take with respect to reelection, and he said that he would be waiting for them to be convened.

PRSC ordered to vote for the proposal

The Presidential Directory of the Social Christian Reformist Party (PRSC) instructed last night its deputies to vote for the approval of the law which convenes the National Review Assembly to modify the Constitution. In addition, they agreed that the legislators include in the constitutional reform, the limitation of no more than three periods for Congressman, mayors and city Councilman.

Quorum

Of the Dominican Liberation Party (PLD), unified in the Congress, would not need votes from the opposition parties in order to pass the constitutional reform, except in the case that they wish to approve an initiative by consensus. They have the votes of 32 members and 100 deputies.(There are 222 members of both chambers)

Today the Chamber of Deputies will hear the legislative proposal which declares the need to convene the National Review Assembly to modify the Law of Laws. In order to achieve the necessary quorum they have to have the presence of the majority of the deputies, which equals 96. The same amount of votes as required to approve legislation with a simple majority. With a total enrollment of 190 deputies the PLD and its bloc of allies (BIS and PPC) have 100 legislators; the PRD 39; the PRM 36; the PRSC nine; MODA, MIUCA, the APD and the FNP, have one deputy each. There are two independent deputies: Minou Tavarez Mirabal and Radhames Ramos Garcia. In the National Review Assembly a quorum of both chambers which equals 112 is needed along with the favorable votes of 76.
